Donna J. Davis - SBA Regional Administrator, Region IX

Donna Davis is the SBA Regional Administrator for Region IX, which encompasses Arizona, California, Guam, Hawaii, and Nevada.  She has over three decades of experience in working with small businesses and corporations, as well as public service at various levels of government.

She was most recently the President and CEO of DIR Group, Inc., a business and advocacy consulting firm. Before that, she was the CEO of the Arizona Small Business Association.  Davis also served as President, CEO and Founder of a portfolio of companies with involvement in domestic and global event management and an international speakers’ bureau. She was previously a Park Ranger at Grand Canyon National Park.

Davis has served on the boards of the American Indian Chamber of Commerce- AZ, the NSBA, Arizona Chamber of Commerce and Industry, NAWBO, and WIPP, and is a Leadership America inductee. She is a graduate of Northern Arizona University and completed a Harvard Business School Executive Program.

Mark Herbert - Project Manager/California Outreach Manager, Small Business Majority

Mark Herbert is Project Manager and Outreach Manager for Small Business Majority. Mark manages Small Business Majority’s statewide project to educate small business owners about Covered California, the state’s new health insurance marketplace. Mark works closely with Covered California and Small Business Majority’s California outreach team to ensure the project is successful. In addition, Mark works directly with business organizations and small business owners, to educate them about the Affordable Care Act. Previously, Mark worked for state and federal lawmakers, where he directed business operations and built relationships with small business owners about public policy issues.
