Kevin Lucia, J.D., M.H.P., focuses on the regulation of private health insurance, with an emphasis on analyzing the market reforms implemented by federal and state governments in response to the Affordable Care Act. He received his law degree from the George Washington School of Law and his master’s degree in health policy from Northeastern University.

Sara Collins, Vice President, Health Care Coverage and Access, The Commonwealth Fund

Sara Collins, Ph.D., joined The Commonwealth Fund in 2002 and has led the Fund’s national program on health insurance since 2005. She has led several national surveys on health insurance and has provided invited testimony before several Congressional committees and subcommittees. Prior to joining the Fund, Dr. Collins was associate director/senior research associate at the New York Academy of Medicine's Division of Health and Science Policy. She holds an A.B. in economics from Washington University and a Ph.D. in economics from George Washington University.

Sarah Dash, Research Faculty Member, Georgetown University Health Policy Institute

Sara Dash, M.P.H., focuses primarily on the comprehensive monitoring of state health insurance exchange implementation. She also examines the intersection of public and private health insurance with delivery system reforms. Previously, she was a senior health policy aide on Capitol Hill. She earned her master's in public health from Yale University.

Erin Klug, Health Insurance Exchange Program Manager, Arizona Department of Insurance

Erin Klug has served in multiple positions during her career at the Arizona Department of Insurance, which began in 1989. In her current post as ADOI’s Exchange Program Manager, she’s part of a team working to effectuate pertinent aspects of the Affordable Care Act into the ADOI’s operations and synchronize state and federal health insurance regulatory issues with stakeholders, including the U.S. Centers for Consumer Information and Insurance Oversight.


Jennifer Koehler, Director, Illinois Health Insurance Marketplace

Jennifer Koehler, J.D., is responsible for the implementation and operations of all aspects of the health insurance marketplace for the State of Illinois, including all personnel, budget, procurement and grant-making decisions.Prior to this role, she served as the Chief of Staff in Governor Pat Quinn’s Office of Legislative Affairs, where she assisted the Legislative Director in advancing Governor Quinn’s legislative agenda and budgetary priorities and interacted with members of the General Assembly on behalf of the administration. Ms. Koehler obtained her law degree and her B.A. in English from Loyola University Chicago.

Michael Marchand, Director of Communications, Washington Health Benefit Exchange

Michael Marchand has over two decades of experience successfully delivering on policy, advocacy, and communications goals. In his role at the Washington Health Benefit Exchange, he is responsible for its strategic commitment to branding, marketing, advertising, public relations, and public education, including oversight of the Exchange’s grant-based Navigator program. Mr. Marchand has been at the forefront of national health reform and IT efforts, most recently overseeing communications and stakeholder engagement for the state’s successful Medicaid Electronic Health Records Incentive Program.
