Vince Powell retired after serving for seven years as the Director of Operations for the Medicaid Drug Rebate Program (DRP) within the Centers for Medicare and Medicaid Services (CMS), U.S. Department of Health and Human Services (DHHS). In this position, Vince was responsible for providing direction to no less than six senior analysts in the management of the Medicaid Drug Rebate Program. His duties included overseeing the entire DRP quarterly cycle, answering inquiries from states, labelers (pharmaceutical manufacturers) and labeler representatives and providing reports and in-house analyses of drug data files for other Federal agencies, such as the Justice Dept., the FBI and the DHHS Office of Inspector General (OIG). He provided oversight on questions regarding all aspects of the DRP, anywhere from how to become an active participating company to data requirements, quarterly reports and reconciliation of state invoices.

Ramie began her career in the health care industry was when she was hired as a Medicaid rebate processor.  Soon after her hire, Ramie moved on from processing the invoices to handling and being involved in all aspects of the Medicaid program for the company.  After the implementation of the Deficit Reduction Act of 2005 (DRA), Ramie began to perform the AMP calculation and government pricing.  She  has been a contract worker a Pharmacy Benefit Manager headquartered in San Diego.  This work included processing invoices for Medicare Part-D and commercial utilization, reconciliation of invoice payments, educating the rebate department on aspects of Medicaid, and various research projects.  She has been actively involved in audits, reviews, and inquiries by various Government entities, as well as internal agents.

Alexis Sharabaika is a Principal in the Pricing & Contracting practice at HighPoint Solutions, focusing on strategy and technology solutions. Alexis has over 7 years of experience in contract management operations in the pharmaceutical and medical device industries with expertise across both the commercial and government pricing spaces. 
Prior to joining HighPoint, Alexis was a Senior Consultant at Computer Science Corporation, where she played a key role in the industry’s largest Model N implementation. She also worked for IMS Consulting, Honeywell, and Neuberger Bermann. Her experience includes policy and strategy assessments for commercial and government contracting, vendor evaluations, and large scale implementations of Model N and iMany systems.
Alexis’ academic credentials include an MBA from University of Maryland and a BA from Tufts University.

Andrew Scavone, Pricing & Contracting Solutions, HighPoint

Andrew Scavone is a Consultantn the Pricing & Contracting practice at HighPoint Solutions, focusing on strategy and technology solutions. Andrew has extensive experience in commercial and government pricing in the pharmaceutical industry, most recently with Forest Labs, Gilead Sciences, and Abbott Labs.
Prior to joining HighPoint, Andrew was a Research Technologist at the University of Chicago Medical Center, where he played a key role in implementing inventory management and forecasting systems. Andrew is currently earning his MBA from University of Chicago Booth School of Business. He also holds an M.S. and B.S. in Engineering from University of Michigan.
