Our professional development department has created courses that are offered at our annual conference and can also be brought to your agency. Courses include: Developing Competencies for HR Success (can lead to certification for qualified individuals), Managing Employee Performance as an  HR Business Partner, as well as Compensation and Selection Seminars. The courses are designed and taught by public sector human resources professionals. Unlike other courses, these address issues unique to public employers.

Richard Heil, IPMA-CP

is the Founder and President of The Curtis Group, a private consulting firm that specializes in human resource and management issues in public and non-profit organizations. He has conducted training sessions on behalf of IPMA-HR for the Asian Development Bank in the Philippines, the Peoples’ Republic of China, the Government of Thailand, the Iraqi Ministries of Interior and Defense, and the Federal Government of the United Arab Emirates.

Prior to his retirement in 1999, Dick served as Director of Employee Relations and Development and Director of Personnel for the Pennsylvania Department of Public Welfare.  As Director of Personnel, he directed the entire human resource operation for one of the largest public organizations in the country, with over 23,000 full time and 2,400 part time employees.

Mr. Heil received his Masters in Governmental Administration from the Wharton School, University of Pennsylvania. 

Bruce Lawson, CCP, IPMA-CP
is a Managing Director of Fox Lawson & Associates, a Division of Gallagher Benefit Services, Inc.  Prior to forming Fox Lawson in 1995, he spent 15 years with Ernst & Young LLP as national director of public sector compensation consulting services.  He has a Master's degree in Public Administration and has also completed all academic requirements for a Ph.D. (a.b.d.) in Public Administration from Golden Gate University.  He also holds both the Certified Compensation Professional designation from WorldatWork and the IPMA-CP designation from IPMA-HR Bruce is also a former county administrative officer in Multnomah County, Oregon; city manager in both Los Altos Hills and Belvedere, California; personnel director in Corvallis, Oregon; and finance director in Belmont, California.

Mike Willihnganz
is currently the Director of Administrative Services for the Placer County Water Agency (PCWA). Prior to joining PCWA, he served as the Director of Human Resources for the California Public Employees Retirement System (CalPERS) and also served as the Assistant Director of Human Resources for the County of Napa. Additionally, Mike has held senior management positions with CPS HR Consulting and the California State Personnel Board. He has been a frequent author, seminar leader, and speaker on a wide variety of human resources topics. Mike earned a Master of Arts degree in human resources, a Master of Arts degree in industrial/organizational psychology, and a PhD. in industrial/organizational psychology. He was the 2003 recipient of IPMAAC’s Human Resources Exemplary Service Award and the 2006 recipient of the Stephen E. Bemis Memorial Award of Excellence for Outstanding Achievement in Human Resources Management.
