Carlos G. Mendoza serves as the District Director for the Small Business Administration's Fresno district which covers the 15 counties of Central California.  Mendoza has over 44 years of education and experience in the field of Business, Housing and Community Development, both in the public and private sectors.

Besides Fresno, Carlos has worked for the SBA in Los Angeles and El Paso, Texas.   Prior to SBA, Carlos worked for the U.S. Department of Housing and Urban Development in California and Arizona where he held several management positions.

Mendoza is a graduate of the University of California at Berkeley, Princeton University and Cal State University East Bay and attended the Wharton Evening School at the University of Pennsylvania.

Small Business Majority

Mark Herbert is Project Manager and Outreach Manager for Small Business Majority. Mark manages Small Business Majority’s statewide project to educate small business owners about Covered California, the state’s new health insurance marketplace. Mark works closely with Covered California and Small Business Majority’s California outreach team to ensure the project is successful. In addition, Mark works directly with business organizations and small business owners, to educate them about the Affordable Care Act. Previously, Mark worked for state and federal lawmakers, where he directed business operations and built relationships with small business owners about public policy issues.
