Self-Funded (ERISA) Dental Plans: What you need to know

Ever wonder why a dental plan did not follow a law passed in your state? Or why a secondary dental plan did not make any payment in addition to the primary plan’s payment? These concerns are often reported to the ADA by dental offices and dentists want to know why.

These are typical concerns with self-funded dental plans governed by a federal law called “ERISA”.  So what exactly is a self-funded dental plan? A benefit plan in which the plan sponsor, i.e., typically an employer, bears the financial risk and hires a benefit carrier simply as the administrator. Such third party administrators provide claims processing services, call center support services, networks and other administrative support services, without bearing any financial risk from claim costs.


In this session, a consultant from a major dental plan will discuss the differences between self-funded and fully insured plans, why employers self-fund dental plans and other important things you need to know. You will also hear two representatives from the ADA’s Council on Dental Benefit Programs present ADA views based on best practices and policy adopted by the ADA’s House of Delegates.

Ron Bolden

Ron Bolden, Vice President, Dental Market Insight for Cigna Dental.  In this capacity, his responsibilities include working with Cigna's dental senior leadership in formulating and implementing the company’s growth strategy, driving the company’s business intelligence and serving as the company spokesperson in industry associations. He has additional responsibility for Cigna's communications to healthcare professionals that contract with the company’s dental and behavioral lines of businesses.


Prior to this, Ron served as Regional Marketing Officer for Cigna Healthcare's west region beginning September 2009.  In this role he was tasked with driving the development and execution of strategic business plans and marketing activities in west markets to deliver competitively superior growth.  Lastly, Ron has served on the Board of Directors for the National Association of Dental Plans for the last four years, and currently serves as NADP’s Board Chair. 



















Jerry Berggren

Mr. Berggren brings over 20 years of experience in market research, strategy and analysis to his role as Director of Research and Information at NADP. Since joining NADP, he has led the development of NADP’s research program to be a valuable and recognized resource for the dental benefits industry. Major organizations like the CCIIO, CMS, the Congressional Budget Office and dental associations across the country have relied on NADP data in development of health policy and positions.

Dr. Chris Bulnes

Dr. Bulnes is a general dentist in Tampa, Florida. He received a Bachelor of Science degree in Chemistry from the University of South Florida in Tampa and his Doctor of Dental Medicine degree and a certificate in Advanced Education of General Dentistry from Southern Illinois University in Alton, Illinois. Chris is currently the chair of the ADA Council on Dental Benefit Programs.

Dr. Hope Watson

Dr. Hope Watson graduated from the University of Tennessee in Knoxville with a degree in English literature  before pursuing her Doctorate of Dental Medicine at the University of Alabama School of Dentistry in Birmingham. Though a native of Virginia, she loved her undergraduate years in Eastern Tennessee and chose to return to the region to start her practice. She received the Tennessee Dental Association’s Fellowship Award in May 2013.  The highest honor the TDA bestows, this award recognizes dedication and outstanding service to the dental community.  She has also published several articles for Penn Well’s Dental Economics periodical. In addition, she is currently a member of the ADA Council on Dental Benefit Programs.
