Trauma-Informed Services and Policies to Support Immigrant and Mixed Status Families in Early Care and Education: Impacts of Immigration Trauma on the Health and Development of Young Children

Meeting Description:
Recent changes in immigration policy are creating new and intense challenges, including increased trauma, for infants, toddlers, preschoolers and their families, and the teachers and programs that work with them. With funding from the Irving Harris Foundation, the BUILD Initiative, in partnership with the Center for Law and Social Policy, has organized a series of webinars and blogs intended to help providers, state policy leaders, and advocates work most effectively in this climate.
Please join the BUILD Initiative as we offer four webinars, from April through July 2019, sharing important areas for consideration in the provision of trauma-informed care as it relates to immigration and US immigration policies. Topics will include immigration policy and trauma; the impacts of immigration trauma on the health and development of young children; using a trauma-informed approach in working with providers and families; and promising practices and strategies for policy and legislation.
This second webinar will focus on the unique impact of trauma on young children and their families, and how providers can support them We will investigate how unresolved losses and separation anxiety affect the behavior of these children and families and how those providing care can support and increase this population’s sense of safety. We welcome our partners from Irving Harris as speakers for this session.

Carmen Rosa Noroña

Carmen Rosa Noroña, LCSW, Ms.Ed., CEIS, is from Ecuador where she trained and practiced as a clinical psychologist. For over 25 years, Carmen Rosa has provided clinical services to young children and their families in early intervention, home-based, and outpatient programs. She currently is the Child Trauma Clinical Services and Training Lead at Child Witness to Violence Project and is the Associate Director of the Boston Site Early Trauma Treatment Network at Boston Medical Center. She is a Child-Parent Psychotherapy National Trainer, a DC: 0-5 faculty member, one of the founding members of the Harris Professional Development Network Tenets Working Group, a co-chair of the Culture Consortium of the National Child Traumatic Stress Network, and she has adapted and translated materials for Spanish-speaking families affected by trauma. Carmen Rosa was the recipient of the Massachusetts Children’s Trust Fund Emerging Leader Award (2003) and the NASW-MA Emerging Leader Award (2018).

Ivys Fernández-Pastrana

Ivys Fernández-Pastrana, JD is the Program Manager for the Pediatric Navigation Program at Boston Medical Center. She works with a team of Family Navigators and community health advocates in the Department of Pediatrics addressing social determinants of health and barriers to care. As a Family Navigator for over 7 years, she helped families of children with autism to access services. Her work has included helping immigrant families to navigate and access community resources as well as governmental entitlements and benefits.
Ivys is the co-investigator and co-founder of the EASE Clinic which focuses on providing primary care support both to families facing challenges accessing special education services and to clinicians, through consultations and lectures. She co-authored the Family Preparedness Plan for immigrant families facing detention or deportation due to their immigration status. Ivys was the recipient of the NASW-MA Public Citizen of the Year Award in March 2019.

Danielle Fuentes Johnson

Danielle Fuentes Johnson began consulting with BUILD Initiative in 2016 and joined full-time in 2018. As BUILD’s Learning Communities Technical Specialist, Danielle supports a variety of projects focused on health equity, family child care, and early childhood trauma.
Prior to joining BUILD, Danielle spent many years providing case management services for Early Intervention programs; Early Head Start; initiatives focused on culturally relevant, bilingual housing for unaccompanied minors; and national and local agencies supporting children and adults with intellectual delays. She has worked closely with parents, early childhood educators, care providers, public school systems, and with professional health care systems, including public and private insurance companies.
